Enchiladas - cooking recipe

Ingredients
    2 lb. Cheddar cheese, grated
    8 tsp. chili powder
    6 Tbsp. flour
    1 tsp. garlic salt
    2 lb. hamburger meat
    6 Tbsp. oil
    1 c. onion, chopped
    1 1/2 tsp. pepper
    1 tsp. salt
    24 tortillas
    4 c. water
Preparation
    Brown flour and chili powder in oil.
    Stir in water gradually. Simmer for 30 minutes.
    Brown hamburger meat and onion.
    Season with salt, pepper and garlic salt.
