New England Clam Chowder(Howard Johnson'S) - cooking recipe

Ingredients
    1/2 c. onion, chopped fine
    1/2 lb. flour
    1 oz. sugar
    3 1/2 lb. diced, raw potatoes
    1/2 lb. butter
    1 gal. heated milk (not boiled)
    2 lb. clams, chopped fine
    chicken base
Preparation
    Cook clams and onions in chicken base.
    Melt butter; stir in flour.
    Don't brown; cook approximately 10 minutes.
    Combine flour and butter with clams and onions.
    Add milk and potatoes. Simmer gently until potatoes are soft.
