New Orleans Style Gumbo - cooking recipe

Ingredients
    1/3 c. flour
    1/3 c. cooking oil
    1 large onion
    1 green pepper
    4 garlic cloves
    1/2 tsp. black pepper
    1/4 tsp. ground red pepper
    4 c. hot water
    1 to 2 lb. chicken
    8 to 12 oz. smoked sausage
    1/2 lb. medium shelled shrimp
    hot cooked rice
    file powder (optional)
Preparation
    Preparation:
    Chop the onion and green pepper.
    Mince the garlic.
    Skin, bone and cut chicken into bite sized pieces.
    Cut the sausage into 1/2-inch slices and quarter each slice.
    Rinse, clean and halve the shrimp.
