Easy Rice Casserole - cooking recipe

Ingredients
    1 1/2 lb. ground beef
    1 or 2 onions, chopped
    salt and pepper to taste
    1 1/2 c. rice
    3 c. water (or chicken broth)
    2 c. chopped celery (leaves and all)
    1 can beef broth
Preparation
    After all is mixed, put cover on electric fry pan until it comes to a boil, then turn down to simmer and cook for 20 minutes without removing cover.
