Beef And Potato Bake - cooking recipe

Ingredients
    4 c. frozen hash browns
    3 Tbsp. vegetable oil
    1 lb. ground beef
    Lipton onion soup
    1 pkg. brown gravy mix
    black pepper
    1 c. water
    1/2 tsp. garlic salt
    1 (10 oz.) pkg. frozen vegetables
    1 c. (4 oz.) shredded cheese
    1 can Durkee French fried onions
Preparation
    In 1 1/2-quart baking dish, combine potatoes, oil and pepper. Press to form shell.
    Bake at 400\u00b0 for 15 minutes.
