Potato Soup - cooking recipe

Ingredients
    2 Tbsp. butter
    2 Tbsp. flour
    1 onion, cut up fine
    3 pieces celery, cut up
    1 tsp. salt
    1/4 tsp. pepper
    4 potatoes, diced
    4 c. water
    1 c. milk
Preparation
    Place butter, onion, celery, salt, pepper, potatoes and water in saucepan.
    Cook 40 minutes.
    Moisten flour with milk; beat until smooth, then add remaining milk.
    Add to soup and boil a few minutes.
