Vegetable Scallop - cooking recipe

Ingredients
    1 medium onion
    1 pkg. scalloped potatoes
    1 (10 oz.) pkg. frozen mixed vegetables
    1/4 tsp. salt
    1/8 tsp. pepper
    1/4 tsp. celery seed
    1 to 1 1/4 c. boiling water
    1 c. grated or thinly sliced Velveeta cheese
Preparation
    Slice onion thinly and saute in small quantity butter until soft.
