Beef And Potato Casserole - cooking recipe

Ingredients
    4 large potatoes
    2 lb. ground beef
    1 large onion, chopped
    1 sweet pepper, chopped
    1 clove garlic, minced
    salt to taste
    dash of pepper
    2 tsp. wine vinegar
    1/4 c. chopped parsley
    1 bay leaf
    dash of paprika
    dash of nutmeg
    1/4 c. milk
    1/2 c. shredded cheese
    2 lb. butter
Preparation
    Place ground beef and vegetables in large skillet; brown and drain.
    Add spices and place in 2 1/2-quart casserole dish. Meanwhile, prepare and cook potatoes.
    Mash and whip potatoes. Add milk and butter and spoon on top of casserole in a decorative manner.
    Sprinkle top with cheese.
    Bake uncovered at 400\u00b0 until top browns slightly.
