Potato Soup - cooking recipe

Ingredients
    6 potatoes, peeled and cubed
    1 large carrot, chopped
    1 rib celery, chopped
    2 Tbsp. onion, chopped
    1 can chicken broth
    water
    1/2 c. margarine
    1/2 c. flour
    2 c. milk
    salt and pepper to taste
Preparation
    Place vegetables in large saucepan or Dutch oven.
    Cover with broth and water to 1-inch over vegetables.
    Simmer 20 minutes or until tender.
    Do not drain.
