Baked Rice Balls - cooking recipe

Ingredients
    1 1/2 lb. ground beef
    1 small onion, chopped
    1 (6 oz.) can tomato paste
    3/4 c. water
    1 tsp. salt
    1/8 tsp. pepper
    1 Tbsp. chopped parsley
    6 c. cooked rice, hot
    1/2 c. grated Romano cheese
    1/4 c. butter
    1 c. all-purpose flour
    2 eggs, slightly beaten
    1 to 1 1/2 c. all-purpose flour
    3 eggs, slightly beaten
    2 c. fine dry bread crumbs
    1 (8 oz.) can tomato sauce
Preparation
    Brown ground beef with onion in a skillet.
    Add tomato paste; stir and cook 5 minutes. Add water, salt, pepper and parsley.
    Mix well and cool about 15 minutes.
