Tomato Gravy - cooking recipe

Ingredients
    2 Tbsp. flour
    2 Tbsp. oil
    1 onion, chopped
    1 (16 oz.) can of tomatoes chopped
    1/2 bell pepper, chopped
    1 c. water
    salt and pepper, to taste
    pinch of sugar
Preparation
    Mix flour and oil together.
    Add onion, bell pepper, cook until tender (not browned).
    Add tomatoes and cook 20-30 minutes.
    Add water, pepper, sugar, salt.
    Simmer 30 minutes.
    Good over country steak or veal.
