Shepherd'S Pie - cooking recipe

Ingredients
    3 Tbsp. oil
    2 medium onions, finely chopped
    2 garlic cloves, finely chopped
    1 1/2 lb. ground lamb or beef
    1 (6 oz.) can tomato paste
    2 bouillon cubes
    1 heaped Tbsp. flour
    1 c. white wine
    1/2 c. water
    salt and freshly ground black pepper
    1/2 tsp. tarragon
    3 large potatoes, peeled
    3 oz. butter
    1 c. milk
    1/2 c. cooked corn or green beans
    2 Tbsp. Parmesan cheese
Preparation
    Heat oil in large frying pan.
    Add onions and garlic.
    Cook until soft over low heat.
    Turn up heat and add the meat, stirring until it is well browned.
