Hearty Chili - cooking recipe

Ingredients
    1 medium pepper, chopped (about 1 c.)
    1 clove garlic, crushed
    1 lb. beef stew meat, cut into 1/2-inch pieces
    3 cans (16 oz. each) kidney beans
    1 (8 oz.) can tomato sauce
    2 tsp. salt
    2 medium onions, chopped (about 1 c.)
    3 Tbsp. vegetable oil
    3 Tbsp. flour
    2 cans (28 oz. each) whole tomatoes, drained and cut into fourths
    1 to 2 Tbsp. chili powder
Preparation
    Cook and stir green pepper, onions and garlic in 1 tablespoon oil in Dutch oven, over medium heat, until onions are tender, about 5 minutes.
    Remove from Dutch oven.
