Pepper Steak - cooking recipe

Ingredients
    1 lb. flank steak partially frozen, cut diagonally into thin strips
    2 Tbsp. vegetable oil
    3 c. plus 1 Tbsp. water
    1 Tbsp. beef bouillon cubes
    1/4 c. cornstarch
    3 Tbsp. soy sauce
    1 c. sliced celery
    1 large green pepper, cut into strips
    hot cooked rice or noodles
Preparation
    In large skillet, cook meat in oil over medium heat until browned and liquid is absorbed.
    Add 3 cups water and bouillon. Stir together cornstarch, soy sauce and remaining water.
    Add to skillet and cook, stirring constantly until thickened and clear. Add celery, cook over medium 5 to 8 minutes.
    Add green peppers; cook 5 minutes longer.
    Serve over hot rice or noodles with additional soy sauce if desired.
