Chinese Casserole - cooking recipe

Ingredients
    1 lb. ground beef
    1 medium onion, diced
    1 c. celery, diced
    1 can cream of mushroom soup
    1 can cream of chicken soup
    1/2 c. rice (uncooked; not Minute rice)
    2 tsp. soy sauce
    1 can sliced mushrooms
    1 can chow mein vegetables
    1 c. water*
Preparation
    *Liquid from vegetables and mushrooms can be used.
