In a medium bowl, stir together flour, cornstarch and powdered sugar.
In a large bowl, with mixer at medium speed, beat butter or margarine until smooth.
Add flour mixture and vanilla; beat until well blended.
If necessary, refrigerate until easy to handle.
Cream butter, add cornstarch powdered sugar and flour.
Mix well.
Form into 1-inch balls.
Bake at 350\u00b0F for 10-12 minutes, cool.
Frost with your favorite frosting recipe.

Bring sugar, evaporated milk, cocoa and margarine to a boil in a saucepan.
