Cisco'S Cafe Enchilada Sauce - cooking recipe

Ingredients
    1 gallon water
    1/8 cup salt
    4 tablespoons white pepper
    1 1/2 cups Wesson Oil
    1 quart tomato sauce
    3 tablespoons chicken base
    1/8 cup garlic powder
    2 teaspoons marjoram leaves
    3/4 quart chili powder
    roux
    3/4 quart flour
    1 quart water
Preparation
    mix chicken base, water, salt, garlic powder, white pepper and marjoram.
    add oil chili powder and tomato sauce.
    bring to a roaring boil.
    add roux.
    let simmer 30 minutes.
