Fresh Vegetable Pasta Salad - cooking recipe

Ingredients
    1 Tbsp. Dijon mustard
    4 cloves garlic, chopped
    1/4 c. white wine vinegar
    3/4 c. olive oil
    3/4 c. chopped scallions (both white and green parts)
    salt and freshly ground black pepper to taste
Preparation
    Combine all ingredients in a jar; shake well until creamy.
