Swiss Broccoli Soup - cooking recipe

Ingredients
    1 c. instant nonfat dry milk
    3 Tbsp. all-purpose flour
    1/2 tsp. salt
    1/8 tsp. black pepper
    1/8 tsp. garlic powder (optional)
    2 1/4 c. water
    1 (10 3/4 oz.) can condensed chicken broth
    1/4 c. chopped green onion
    1/4 c. margarine
    1 (10 oz.) pkg. frozen chopped broccoli, cooked and drained
    1 1/2 c. shredded Swiss cheese
Preparation
    Combine dry milk, flour and seasonings in heavy saucepan. Stir in water and condensed chicken broth until smooth.
    Bring to a boil over medium heat, stirring constantly.
    Boil, without stirring, for 1 minute.
