Whacky Cake - cooking recipe

Ingredients
    2 c. sugar
    3 c. all-purpose flour
    1/4 c. plus 2 Tbsp. cocoa
    2 tsp. baking soda
    pinch of salt
    1 Tbsp. vanilla extract
    2 Tbsp. vinegar
    1 3/4 c. butter or margarine, softened
    2 c. cold water
Preparation
    Combine first five ingredients in a large bowl.
    Add vanilla, vinegar and butter.
    Beat well.
    Slowly stir in water and beat well.
    Pour batter into an ungreased 13 x 9 x 2-inch pan.
    Bake at 350\u00b0 for 35 to 40 minutes until done.
    Frost with Caramel Frosting.
