Mexican Meat Loaf - cooking recipe

Ingredients
    1 1/2 lb. ground meat
    3/4 c. oats, uncooked
    1/2 c. tomato juice
    1 egg, beaten
    2 Tbsp. minced onion
    2 tsp. salt
    1 Tbsp. chili powder
    1 tsp. pepper
    3 Tbsp. butter
    3 Tbsp. self-rising flour
    1 1/2 c. milk
    8 slices American cheese
    1 (12 oz.) can whole kernel corn with sweet peppers, drained
    2 small green peppers, cut into rings
Preparation
    Combine the first 8 ingredients; mix lightly.
    Put into 2-quart baking dish and bake at 350\u00b0 for 45 minutes.
    Melt butter in pan.
    Add flour and cook gradually add milk; cook until thick and smooth.
    Add cheese and stir until smooth.
    Stir in corn. Pour over meat and top with pepper rings.
    Bake 350\u00b0 for 20 minutes.
