Potato Soup - cooking recipe

Ingredients
    5 c. potatoes, peeled and diced
    1/2 c. celery, diced
    1/3 c. onion, diced
    2 to 3 oz. browned stew beef
    1 carrot, sliced into rounds
    salt to taste
    2 qt. water
    pepper to taste (white preferred)
    1 c. skim milk powder
    1 c. cold water
Preparation
    In a heavy 6-quart saucepan brown stew beef.
    When brown, place potatoes, celery, onion, salt, carrot and water in.
    Bring to a boil (keep saucepan partially covered); turn heat down to low and simmer 40 to 50 minutes or until vegetables are tender. Season with pepper and add additional salt, if necessary.
