Potato Soup - cooking recipe

Ingredients
    8 medium potatoes, diced
    3 celery stalks, diced
    1/2 medium white onion, diced
    1 large carrot, chopped
    1/2 tsp. basil to season
    1/2 teaspoon rosemary
    1 tsp. salt
    1/2 tsp. pepper
    1 stick margarine
    1/2 tsp. salt
    1/2 tsp. pepper
    1 cup flour
    4 cups milk
Preparation
    Pour entire potato mixture including broth into white sauce. Simmer on low. Do not let scorch.
