1 1/2 c. Minute instant brown rice
1/2 c. low-fat milk
1 c. grated carrots
2 Tbsp. chopped or sliced scallions
1/2 tsp. salt
1/4 tsp. finely chopped fresh ginger (optional)*
dash of pepper
4 flounder fillets (4 oz. each)
1 Tbsp. margarine
