Mama Dodo'S Potato Soup - cooking recipe

Ingredients
    3 Tbsp. olive oil
    3 Tbsp. flour
    1 bunch green onions and tops
    3/4 c. chopped celery and leaves
    2 large carrots, grated
    3 1/2 qt. water
    8 medium potatoes, cubed (1/2-inch pieces)
    1 Tbsp. paprika
Preparation
    In a large soup kettle, saute onions in olive oil; add flour to make a light roux.
    Add water.
    Bring to a boil and cook until smooth.
    Add celery, carrots, potatoes and paprika; bring to a boil again.
    Reduce heat.
    Cover and simmer until potatoes are tender.
