Pepper Steak - cooking recipe

Ingredients
    1 lb. beef chuck, cut into thin strips
    1/4 c. oil
    1 Tbsp. soy sauce
    1 tsp. salt
    1 tsp. pepper
    1/4 c. water
    1 c. chopped onion
    1 green pepper, cut into 1-inch pieces
    1/2 c. chopped celery
    1 c. water
    1 clove garlic, minced
    1 Tbsp. cornstarch
    cooked rice
Preparation
    In frying pan, brown beef in hot oil. Add garlic; cover and simmer until yellow. Add soy sauce and 1/4 c. water; cover and simmer 45 minutes. Add vegetables. Cook 10 minutes. Stir in cornstarch blended with rest of cup of water. Serve over hot fluffy rice.
