Macaroni Salad - cooking recipe

Ingredients
    1 1/2 lb. small macaroni, cooked and rinsed
    1 onion, chopped
    1 bell pepper, chopped
    2 grated carrots
    1 c. Eagle Brand milk
    1/4 c. vinegar
    2 c. mayonnaise
    1/4 c. sugar
    salt and pepper to taste
    1 head lettuce
    1 c. celery, diced
    1 pkg. frozen peas, uncooked
    1 small onion, diced
    1/2 c. green peppers (optional)
Preparation
    Spread light mayonnaise (about 2 cups) on top.
    Top with grated Cheddar cheese and bacon bits on top.
    When ready to serve, mix well.
