Oven Goulash - cooking recipe

Ingredients
    1 1/2 to 2 lb. stew beef
    1 tsp. salt
    1/4 tsp. pepper
    1 tsp. paprika
    1/4 c. flour
    1 Tbsp. oil
    2 c. water
    1 Tbsp. Worcestershire sauce
    1 clove garlic, minced
    1 tsp. powdered mustard
    1/2 tsp. caraway seed (optional)
Preparation
    Beef should be in chunks.
