Peel the lemon, using a sharp vegetable peeler and cutting with a zigzag motion.
Cut in spiral, making a continuous strip about 1/2-inch wide.
Lay peel out on a work surface, yellow side down.
Roll one end of the peel tightly to make the center of the rose.
Loosely roll the remaining peel around, making it looser as it extends out.
