Warmer Kartoffelsalat(Hot Potato Salad) - cooking recipe

Ingredients
    2 lb. small white potatoes
    1/2 c. diced bacon
    1 1/2 tsp. flour
    1 Tbsp. salt
    1/4 to 1/3 c. vinegar
    1/4 c. minced onions
    1 tsp. celery seed
    1 tsp. salt
    1/2 c. minced onion
    4 tsp. sugar
    1/4 tsp. pepper
    1/2 c. water
    2 Tbsp. snipped parsley
Preparation
    About one hour before serving, cook potatoes in jacket with 1 teaspoon salt, until tender, about 35 minutes.
    Peel and cut into 1/4-inch slices.
