Hot German-Style Potato Salad - cooking recipe

Ingredients
    1 1/2 lb. small red potatoes
    1/4 c. cider vinegar
    1 medium onion, chopped
    1 tsp. sugar
    1/2 tsp. salt
    1/4 tsp. pepper
    1 tsp. flour
    2 Tbsp. minced green pepper (optional)
    2 oz. cooked ham or turkey ham, minced
Preparation
    Wash and quarter potatoes (do not peel); steam over small amount of water until tender.
    Cool slightly.
    Meanwhile, in a small saucepan over high, heat vinegar, onions, sugar, salt, pepper and 1/4 cup water to boiling.
    Reduce heat to low; simmer 5 minutes.
