Tomato And Beef Casserole(Serves 6) - cooking recipe

Ingredients
    1 lb. lean ground beef
    3/4 c. uncooked oatmeal
    3/4 tsp. garlic powder
    3/4 tsp. pepper
    1/2 tsp. salt
    2 (14 oz.) cans stewed tomatoes
    2 c. coarsely chopped onion
    1/4 c. water
    2 Tbsp. soy sauce
    5 tsp. cornstarch
    5 tsp. sugar
    2 c. coarsely chopped pepper
Preparation
    Combine first 5 ingredients; mix well.
    Shape into 3/4-inch balls.
    Combine meatballs and remaining ingredients except bell pepper.
    Heat over medium-low heat until boiling; reduce heat. Cook 15 minutes, stirring occasionally.
    Add pepper; cook an additional 10 minutes or until meatballs are no longer pink. Serve over rice if desired.
