Beef And Potato Casserole - cooking recipe

Ingredients
    4 c. frozen hash brown potatoes, thawed
    3 Tbsp. ground black pepper
    1 lb. ground beef
    1 (3/4 oz.) pkg. brown gravy mix
    1 c. water
    1/2 tsp. garlic salt
    1 (10 oz.) pkg. frozen mixed vegetables
    1 c. shredded Cheddar cheese
    1 (2.8 oz.) can dried French fried onions
Preparation
    In a shallow 1 1/2-quart baking dish, combine potatoes, oil and pepper. Firmly press mixture across bottom and up sides of dish to form a shell. Bake, uncovered, at 400\u00b0 for 15 minutes.
