Dublin Potato Salad - cooking recipe

Ingredients
    2 Tbsp. vinegar
    1 tsp. mustard seed
    2 tsp. sugar
    2 c. finely shredded cabbage
    1 (12 oz.) can corned beef, chilled and cubed
    1/4 c. sliced green onions
    1 c. mayonnaise or salad dressing
    1 tsp. celery seed
    3 medium large potatoes
    1/2 tsp. salt
    1/4 c. finely chopped dill pickles
    1/4 c. milk
Preparation
    Combine vinegar, celery seed and mustard seed; set aside.
    Pare and cook potatoes; drain and cube.
    While potatoes are warm, drizzle with vinegar mixture.
    Sprinkle with sugar and salt; chill. Before serving, add cabbage, corned beef, onions and pickles to potatoes.
    Combine mayonnaise and milk; pour over corned beef mixture.
    Toss lightly.
