Chili Beef - cooking recipe

Ingredients
    1/2 pound ground beef
    1 cup onion - chopped
    1/2 cup chopped green pepper
    1 large clove garlic minced
    2 tablespoon chili powder
    1/4 teaspoons ground cumin seed
    1/4 teaspoon crushed red pepper
    2 cans (11 1/4 oz) chili beef soup
    1 can (10 3/4 oz) tomato soup
    1/2 soup can water
    1 cup (15 1/2 oz) chili beans (drained)
    hot cooked rice
    1 cup shredded cheese
Preparation
    Brown beef, onion, green pepper with garlic, chili powder, cumin seed,
    red pepper, until tender.
    Stir often.
    Add remaining ingredients, except rice, and cheese.
    Simmer 20 minutes.
    Stir occasionally.
