Red Potato Salad - cooking recipe

Ingredients
    3 lb. cooked, new potatoes
    1/2 c. white vinegar
    1/4 c. Dijon mustard
    cayenne pepper
    salt and pepper
    scallions, chopped
    dill weed, chopped
    1 1/2 c. oil
Preparation
    Cook and cool potatoes.
    Beat vinegar, mustard, cayenne, salt and pepper until thick.
    Add oil slowly while whisking.
    Add scallions and dill weed.
    Serve at room temperature.
