    6 oz. chocolate chips
    2 1/4 c. flour
    1 1/2 c. sugar
    1/4 c. plus 2 Tbsp. cocoa
    1 1/2 tsp. baking soda
    3/4 tsp. salt
    1 1/2 c. water
    1/3 c. plus 2 tsp. oil
    1/2 tsp. vinegar
    1 1/2 tsp. vanilla
