Potato Soup - cooking recipe

Ingredients
    4 large potatoes, peeled and cubed
    1 large onion, chopped
    1 large bell pepper, chopped
    3 large celery ribs, chopped
    1 qt. water
    2 Tbsp. butter
    1 can evaporated milk
    salt and pepper to taste
Preparation
    Cook potatoes with all ingredients except milk and butter. Cook slowly; when potatoes are done, mash mixture slightly.
    Add milk and butter.
    Simmer for 30 minutes.
