Vegetable Rice - cooking recipe

Ingredients
    1 1/2 c. frozen mixed vegetables
    2 c. rice, soaked in water for 4 hours
    1 Tbsp. butter
    1 tsp. salt
    1 chopped onion
    4 c. water
    4 cloves garlic
    2 dry hot red peppers
    1 cinnamon stick
    5 whole black pepper
    1 bay leaf
Preparation
    Put butter in a 5-quart saucepan, at medium-high heat.
    When melted, add all the spices.
    Add the onion and saute until brown, then add the mixed vegetables and cook for 3 minutes.
