Potato Soup - cooking recipe

Ingredients
    4 c. water
    1 1/4 lb. potatoes, cubed
    1/4 rib celery, diced
    1/4 small onion, chopped
    1/4 tsp. black pepper
    3/4 tsp. salt
    1/2 can Cheddar cheese soup
    1 stick margarine
    1/4 c. plus 2 Tbsp. seasoned flour
    1/2 c. half and half
Preparation
    Bring potatoes, celery, onion, pepper and salt to boil. Boil until potatoes are almost done. Add the soup and stir until smoothed in. In another saucepan, melt butter; add seasoned flour to form roux. Stir into soup. Add half and half. Heat to simmer, but do not boil. Garnish with bacon bits or crumbled bacon.
