Broccoli-Cheddar Cheese Soup - cooking recipe

Ingredients
    2 Tbsp. butter
    3 Tbsp. flour
    4 c. low fat milk*
    3/4 tsp. salt
    1/2 tsp. dry mustard
    1/4 tsp. cayenne pepper
    1 (10 oz.) pkg. frozen chopped broccoli, thawed and drained
    1/2 c. finely chopped red bell pepper
    6 oz. sharp or extra sharp Cheddar cheese, shredded*
    2 Tbsp. chopped chives and green onion tops
Preparation
    Melt butter in large saucepan over medium heat.
    Add flour: cook and stir 30 seconds or until bubbly.
    Add milk, salt, mustard, and cayenne pepper; bring to a simmer over high heat, stirring frequently.
    Add broccoli and red pepper; return to a boil.
    Reduce heat to low; simmer uncovered five minutes, stirring occasionally.
