Potato Soup - cooking recipe

Ingredients
    3 c. diced potatoes
    2 stalks celery, sliced
    1 small onion, chopped
    1 c. water
    1 tsp. salt
    3 Tbsp. butter
    1 tsp. parsley flakes
    1/8 tsp. pepper
    1 tsp. instant chicken bouillon
    2 c. milk, divided
    3 Tbsp. flour
Preparation
    Combine potatoes, celery, onion, water, seasonings and bouillon in a 2-quart saucepan.
    Bring to boil.
    Cover and cook on medium for 15 minutes.
    Combine 1/4 cup milk with flour until smooth.
    Add flour mixture, remaining milk and butter to potato mixture.
    Cook over medium heat until boiling, stirring constantly.
