Citrus Rice Salad - cooking recipe

Ingredients
    1 (11 oz.) can mandarin oranges
    1 c. water
    1/2 c. raisins
    1/4 tsp. each: salt, pepper and dried tarragon
    1 1/2 c. Minute rice (brown rice)
    1 cucumber, peeled, halved lengthwise, seeded and sliced
    1/4 c. green onions and celery (each thinly sliced)
    toasted, chopped pecans
    plain low-fat yogurt
Preparation
    Drain oranges; save juice.
    Mix juice, water, raisins and spices in saucepan.
    Bring to a boil.
    Stir in rice.
    Return to boil.
    Reduce heat to low.
    Cover and simmer 5 minutes.
    Spread in shallow pan.
    Freeze 10 minutes to quickly cool rice.
    Toss in remaining ingredients.
    Serves 8.
