Low Calorie Casserole - cooking recipe

Ingredients
    1 small head cabbage, chopped
    1 c. sliced carrots
    1 lb. ground beef
    1 onion, chopped
    1/2 c. uncooked rice
    1 can tomato soup
    1 c. water
    salt and pepper to taste
Preparation
    Brown beef and onion; drain fat.
    Salt and pepper.
    Stir in rice.
    In a greased baking dish, layer cabbage and salt.
    Spread beef over vegetables.
    Mix soup with water; pour over meat.
    Cover and bake at 350\u00b0 for 1 hour.
