First Place Chili - cooking recipe

Ingredients
    1 Tbsp. oil
    1/2 green bell pepper, finely chopped
    1 medium clove garlic, finely chopped
    20 oz. tomato sauce
    3 oz. tomato paste
    2 Tbsp. salsa
    1 medium onion, finely chopped
    1 stalk celery, finely chopped
    2 lb. ground meat (beef, turkey, vegieburger)
    2 c. water
    1 fresh jalapeno
    2 Tbsp. ground hot red pepper
    1 Tbsp. ground mild red pepper
    1 tsp. ground cumin
    1 tsp. dried oregano
    1 1/2 tsp. salt
    freshly ground pepper to taste
Preparation
    Heat the oil in a heavy pot over medium heat.
    Add the onions, bell pepper, celery and garlic.
    Cook, stirring until the onions are translucent.
    Add the meat to the pot a little at a time, stirring occasionally, until the meat is evenly browned.
    Stir the remaining ingredients.
    Bring to a boil, then lower heat and simmer, uncovered, for 2 1/2 to 3 hours.
    Stir often.
    Taste and adjust seasonings.
