1/4 c. all-purpose flour
1/2 tsp. salt
2 c. milk
1/4 c. water
2 (8 oz.) cans tomato sauce
2 c. shredded Mozzarella cheese
1/4 c. grated Parmesan cheese
4 eggs, beaten
