Potato Salad Vinaigrette - cooking recipe

Ingredients
    2 lb. small new potatoes
    1/4 c. snipped fresh parsley
    1/2 c. diced green bell pepper
    1/2 c. thinly sliced green onion
    1/2 c. vegetable oil
    1/2 lb. bacon, crisply cooked and crumbled (optional)
    1/4 c. red wine vinegar
    1 Tbsp. Dijon mustard
    1 tsp. sugar
    1 tsp. salt
    1/2 tsp. pepper
Preparation
    Place potatoes in large saucepan.
    Cover with cold water; add 1/2 teaspoon salt.
    Bring to a boil, covered, over high heat. Reduce heat; simmer until barely tender, 15 to 20 minutes (do not overcook).
    Drain.
