Green Rice Salad - cooking recipe

Ingredients
    2 1/4 c. uncooked rice
    3 1/2 c. water
    1 1/2 tsp. salt
    5 Tbsp. white wine vinegar
    3 Tbsp. Dijon mustard
    2/3 c. vegetable oil
    1/4 tsp. pepper
    1 c. sliced scallions
    1/4 c. chopped fresh dill
    2 Tbsp. chopped fresh mint
    2 Tbsp. chopped parsley
    1 (10 oz.) box thawed green baby peas
Preparation
    In a large saucepan, bring rice, water and 1 teaspoon salt to a boil.
    Cover and reduce heat to low.
    Simmer 20 minutes.
    Remove from heat and let set 20 minutes.
