Ingredients
    1 lb. elbow macaroni (larger size or penne)
    1 lb. Muenster cheese (low-fat)
    1 1/2 lb. lean ground beef
    1 1/2 tsp. salt
    1/4 tsp. pepper
    add other seasonings to taste
    1 qt. milk (regular or low-fat)
    2 eggs
    1 stick butter or margarine
    6 Tbsp. flour
Preparation
    Brown ground round and remove all fat. Season to taste.
