Shepherd'S Pie - cooking recipe

Ingredients
    5 to 6 lb. stewing beef
    2 large onions
    2 or 3 stalks celery
    5 or 6 large potatoes
    spices to taste: rosemary, garlic, fennel and sage
    green peppers (optional)
    cheese, grated (for topping)
    1 c. water (approximately)
Preparation
    Cut beef into bite size pieces.
    Chop onions, green peppers and celery.
    Roll beef in flour, salt and pepper.
    Saute beef in frying pan until browned.
